Bequests and Planned Gifts

There are many creative and flexible ways to make a contribution to Head Start of Rockland. Tax laws may help you to accomplish multiple goals with your money and to give more to Head Start than you thought possible. We hope the information provided here will reveal many possibilities and opportunities to combine philanthropy with your financial planning.

Just as donations are sometimes tax-deductible, bequests can sometimes reduce the taxes that may be levied against your estate.

Join THE JOANN BLODGER LEGACY CIRCLE, a group of donors who have provided for Head Start of Rockland in their bequest or estate plans.

Types of Bequests

Bequests to Head Start of Rockland may take many forms. You may arrange for Head Start to receive:

1. A specific dollar amount

2. Specified assets, such as securities, real estate or tangible personal property,
such as art or jewelry

3. Retirement account assets, consisting of any benefits remaining in your
retirement plan.

4. A residuary bequest, in which Head Start receives all or a percentage of the
remainder of your estate after all other obligations are met.

5. A contingent bequest, in which Head Start becomes the beneficiary only if
the named beneficiary is unable to accept the bequest.

A bequest can also be structured to fit a variety of your family's needs, including providing income for your heirs. Consult with an attorney who is knowledgeable about estate planning and who is familiar with the laws of the state where you reside.

The following sample paragraph may be helpful to your attorney:

I bequeath to Head Start of Rockland, a not-for-profit organization chartered under the laws of New York, located at 85 Depew Avenue in Nyack, New York, the sum of $____________ (or ____% of my residuary estate) to be used for its unrestricted general purposes.

The Joann Blodger Legacy Circle

The Joann Blodger Legacy Circle honors those who have made a commitment to Head Start of Rockland through their estate plans. Your membership in The Joann Blodge Legacy Circle will help Head Start of Rockland retain its position as the leading advocate and provider of early childhood and preschool education for low income children.

If you would like more information about a specific type of planned gift or an illustration of the income and tax benefits of making a planned gift, please supply the following information:

Annual Philanthropy Campaign


A charitable donation to Head Start of Rockland's Annual Philanthropy Campaign is a gift to the agency with no restrictions from the donor on how it is to be used. Unrestricted gifts support Head Start of Rockland by allowing the agency flexibility in determining how best to use the funds among competing priorities. The Head Start of Rockland Annual Philanthropy Campaign provides funds for many vital projects and programs, particularly capital for renovation, new construction and equipment, as well as program enhancements.


Gifts of Cash by Credit Card

The simplest way of contributing, and the most beneficial to Head Start of Rockland is an outright gift of cash. Head Start accepts VISA, MasterCard or American Express. Call 877-733-0528 for information.

Gifts of Appreciated Securities

In general, giving long-term appreciated securities to Head Start of Rockland provides two income tax benefits: first, no tax is imposed on the appreciated portion of the gift (otherwise generally taxed at long term capital gains rates), and second, the donor will receive a charitable deduction based on the stock's fair market value.

Because the donor can avoid the capital gains tax on the donated securities, it is usually more advantageous to contribute appreciated securities directly to Head Start rather than first selling securities (and paying the associated tax on the sale) and then donating the proceeds of the sale.

When you make a gift of stock, your gift value is based on fair market value on the day of the gift. Please call or have your broker call Peter J. Flierl at the Head Start Development Office at 845-358-2234 or toll-free 877-733-0528 when you wish to make a gift of appreciated securities.

Matching Gifts
Many businesses have a matching gift program. Under these programs, all or part of an employee's gift to Head Start of Rockland can be matched by the company. Matching gifts are credited to the donor's individual gift record with acknowledgements sent to both the individual and the company.

Gifts to Honor and Remember

A Memorial Gift to Head Start of Rockland when a person has passed away can be a fitting tribute to that person, which in turn helps fund Head Start’s efforts to continue providing high quality early childhood and preschool education to the community. A donation may also be made as a tribute In Honor of a friend, colleague or family member as a birthday, anniversary, holiday or special occasion gift.

Families may want to suggest in the obituary that in lieu of flowers donations be sent to Head Start of Rockland. The Development Office will inform the family of gifts made in memory of their loved one and send acknowledgements to each donor.

Each of us at Head Start of Rockland consider ourselves blessed to be working with young children and preparing them for success in elemen-tary school and beyond. Our work on a day to day basis is a cause and a mission, a way of life, if you will.We serve nearly 900 low income children and their families. Head Start programs and services range from early childhood education on basics of language, vocabulary and much more to assisting families with medical and social services.

One of our staff, Lilith Pabon,for example, recently helped a local Hispanic family through the maze of paper work that allowed them to open their own business, a deli or bodego, in Nyack. We always strive to go the extra mile every day.

It is gratifying to learn of a 40-year longitudinal study that has followed Head Start children in the Midwest and proved conclusively that graduates had greater success throughout their lives, well beyond the first few years of elementary school. We knew and believed that to be the case. It is wonderful to have our anecdotal cases and instinctual belief system confirmed.

We urge any one who attended Head Start in Rockland, or any where around the country, over the past 40 years to contact us, let us know what you’re doing today, and, join our Alumni Association.

Finally, we are excited about plans being developed to celebrate our 40th Anniversary throughout 2005. Please join the drive to build our new Second Avenue Head Start Center or give to other community Head Start Centers and programs. We look forward to hearing from you.

On behalf of Head Start of Rockland (HSR) and the nearly 900 low income children and families we serve, we ask that you consider making a charitable contribution to support construction of the new Second Avenue Head Start Center in Spring Valley, New York or other HSR facility, equipment and service projects.

The new Second Avenue Head Start Center will cost approximately five million dollars ($5,000,000). HSR has raised $3.3 million to date and anticipates an additional $1 million from a variety of public funding sources. Now, Head Start for the first time in its 40 year history is initiating a private philanthropy drive to bring in the nearly one million dollars needed for this and other facility, equipment and early childhood education program needs here in Rockland County

The Second Avenue Head Start Center when fully funded will have 14 classrooms and serve 170 low income children and their families. By taking part in Head Start of Rockland’s first fund drive, you help ensure the future success of these children. This project will have a profound positive impact on low income children attending Head Start, their families, and on the entire Spring Valley community and all of Rockland County.

Head Start Services

Today, Head Start of Rockland and its affiliated schools and centers provide early childhood education, health and social services to nearly 900 children and their families with a staff of 200, contract staff of 100, and innumerable volunteers. Among highlights of its services and development:

1. providing a Head Start to nearly 900 children each year with preschool and
early childhood education.

2. providing health and social services support services to the children’s families.
3. managing and direct operation of five Head Start Centers in Haverstraw, Nyack
and Spring Valley.

4. coordinating Head Start Services of Bais Mikroh in Monsey, Belz in Spring
Valley, New Square in New Square, Vien in Spring Valley & Viznitz in Monsey.

5. support of Child Care Resources of Rockland.

6. overseeing Teacher/Mommy Head Start/Day Care in Monsey.

7. support of West Street Child Care Learning Center.

8. collaboration and support of Kids Corner.

9. ESL (English As A Second Language) classes in Nyack on Mondays and
Wednesdays at 6:30pm and on Fridays at 6:30pm in Haverstraw.

History

Since starting with reading books to children and attracting them with Tootsie Rolls in 1964, Head Start of Rockland has become the leader in development and provision of preschool and early childhood education for children from low income families in Rockland County, as well as supportive health, nutrition and social services for children and their families. Head Start of Rockland has grown from one site to five sites and several contract sites and serves as the grantee for all federal funds earmarked to Head Start in Rockland County.

Head Start of Rockland is committed to excellence in early childhood education for children most in need and to serving a multitude of cultures and communi-ties, e.g., African-American, Hispanic, Orthodox Jewish, etc. Head Start is participating in standardized testing to measure outcomes and success of its programs, while creating a “Where Are They Now” program to find its graduates living and working in Rockland County and the tri-state region.
